Rationalizing the study of active safety technology

This paper presents a reasoned sequence of ideas for progressing from information and data describing pre-crash situations to synthesizing and evaluating countermeasure systems aimed at avoiding crashes. To the extent that the premises behind these ideas contribute to building a knowledge-base for use in developing crash-avoidance countermeasures, this paper constitutes a step towards rationalizing the study of active-safety technology.
